Key Issues

The Argentine commercial banking sector has been growing rapidly fuelled mostly by improving consumer confidence resulting in stronger private sector lending activity which has also been supported by government intervention through regulation.

Loans and deposits have continued to grow strongly and there are no signs that this will change in the near future. The continuing effects of government incentives to lending also support our forecasts that loans and deposits will grow at an annual rate of 15%. There are concerns, however, that inflationary pressures may lead the government to take measures which could affect the growing economy adversely, with the subsequent effect on consumer confidence. As was the case in the previous quarter, the pool of assets has hardly increased. Accordingly, we expect assets to grow at a modest 5% annually.

The latest central bank report has revealed soaring combined profits in the commercial banking sector in the first half of 2006 which have, in fact, surpassed full-year profits posted in 2005. The industry remains very fragmented and consolidation is bound to continue.

Argentina's banking system remains small and underdeveloped but with strong growth potential as loans total around 15% of GDP, one of the lowest ratios in South America and far below that of many less developed countries in the world.

Changes To This Quarter's Commercial Banking Forecast

We have made a number of improvements to the commercial banking reports this quarter. In particular, we have collated information about banks' capital and bond portfolios.

We have looked at capital primarily because we wanted to produce a clearer picture of the banks' balance sheets and, in particular, the liabilities side. We are now much better able to quantify liabilities that are not deposits.

We collated information about the bond portfolios because we wanted to gain additional insights about the risks with which the banks are involved. Across all the countries that we have surveyed, the commercial banks are major investors in government securities. In some instances, the banks are large holders of bonds - by any standard. In other instances, the banks' holdings of securities represent a very substantial portion of their total assets.
