Key Issues
The Brazilian banking system is very large and is presently growing its loan book quite aggressively. Brazil is enjoying a period of good economic conditions. It has a surplus on both the current account and the fiscal budget as well as a regime of falling interest rates.
On the other hand the level of foreign debt remains very high and only a minor setback could trigger a financial crisis. The challenge for Brazil is to achieve a sustained period of economic stability and avoid the debilitating cyclical swings of the past.
We are maintaining an optimistic forecast at this time. We expect total assets in the banking system to grow at 20% per annum (pa) through to 2010. Deposits will grow more slowly at 10% and loans more quickly at 25%. This can be achieved by diverting some of the assets from bonds to loans. Brazil's banks presently hold an extremely high 40% of their assets in bond portfolios.
Changes To This Quarter's Commercial Banking Forecast
We have made a number of improvements to the commercial banking reports this quarter. In particular, we have collated information about banks' capital and bond portfolios.
We have looked at capital primarily because we wanted to produce a clearer picture of the banks' balance sheets and, in particular, the liabilities side. We are now much better able to quantify liabilities that are not deposits.
We collated information about the bond portfolios because we wanted to gain additional insights about the risks with which the banks are involved. Across all the countries that we have surveyed, the commercial banks are major investors in government securities. In some instances, the banks are large holders of bonds - by any standard. In other instances, the banks' holdings of securities represent a very substantial portion of their total assets.
