Summary

We have long been cautious about the prospects for growth in Australia's construction sector in the near term, and the global financial crisis (together with the downturn in the global economy) redoubles our caution. Problems in securing bank credit are major issues, particularly for operators in the commercial and residential property markets. In December 2008, Bloomberg reported that commercial real-estate sales fell by 65% in local currency terms during 2008, to its lowest level for 14 years. In this context, we estimate that the construction sector underwent measly real growth of just 2.1% in 2008.

We predict a further slowing of real construction sector growth in 2009, to 1.4%. The forecasts would be even more bearish were it not for the strongly supportive role played by the public sector.

With the planned Auslink improvements, over AUD40bn is to be spent on the country's infrastructure through to 2014. This investment equates to about 4% of Australia's expected total GDP in 2008.

According to a white paper detailing the programme, AUD22.2bn has been budgeted for improvements between 2009 and 2014. Moreover, in December 2008, Prime Minister Kevin Rudd announced that the plan would be fast-tracked, while he also pledged AUD2.5bn in new money for public infrastructure investment over the period 2009-2012.
