Summary

Greater sectarian strife in Thailand's extreme south is the country's major security threat at present. But threats to Thailand's borders are rooted in cultural and territorial claims rather than being part of a global terrorism threat. An increase in the number of assassinations of schoolteachers, being the most visible and accessible government employees of the country, has become a major concern. Hopes that creative solutions to the southern unrest can be found are remote, given political bickering. Moreover, a weak local economy and rising unemployment are key issues that are fanning the flames of discontent in the south.

Concerns have grown that the military, as well as the government, could abuse wide-ranging legislation that gives the army enhanced powers to deal with national security threats. Yet the Thai army is untested and has failed to restore order in the south, and its upper ranks are increasingly preoccupied with political posturing and positioning against an increasingly fractious backdrop in Bangkok.
