Summary
Business Environment The local tourism industry should be relatively unaffected by the recent tropical storms, according to the national association for hotels and restaurants. Most of the damage incurred was in the country's central and southern regions, whereas major hotels operating in the north east remain open for business.
Despite these assertions, we expect a moderation in fourth quarter tourism figures as a result of the flooding, which could have a downward effect on the country's overall economic growth in 2007. Tourism accounts for approximately one quarter of gross domestic product.

- Dominican Republic
- Political Outlook
- Waiting On Standby
- While we expect the government to extend its standby agreement with the IMF for the eighth successive time in
- January, this scenario is far from assured given the upcoming general election in 2008.

- Jamaica
- Political Outlook
- JLP Edges Narrow Victory
- People's National Party leader Portia Simpson-Miller has finally conceded defeat in September's general election,
- paving the way for Bruce Golding's Jamaica Labour Party to form its first government since 1989.
- Economic Outlook
- Slow Progress Post-Dean
- Three months on, Jamaica is still feeling the effects of Hurricane Dean, which hit the Caribbean in late August.
- Key Sector
- Taking Care Of Business
- Jamaica's business environment score in our newly updated ratings is below par. We believe that the new
- government must look to improve the island's tax jurisdiction in order to keep pace with its regional peers in
- the medium term.
- Puerto Rico
- Political Outlook
- Status State Of US
- In late October, for the first time in nearly a decade, the House Natural Resources Committee of the US Congress
- voted in favour of legislation to provide for a federally sanctioned process of self-determination for Puerto Rico.
- Economic Outlook
- More Hard Times Ahead
- In light of preliminary estimates of a 1.5% contraction in gross product (GP), our concerns about a possible
- Puerto Rican recession in fiscal year 2007 appear to be spot on.
- Key Sectors
- Construction Concerns Linger On
- Puerto Rico's construction sector has been unable to pull itself out of depression in 2007, and the outlook for
- 2008 does not bode well, in our view.
