With the acceleration of industrialization, our country has now entered a stage when accidents arising from environmental pollution occur most frequently. As a result, it has now become one of the focuses of water pollution control to strengthen the development of water pollution techniques so as to improve the capacity of dealing with water pollution incidents. In 2007, cyan bacteria appeared in abundance on the surface of Lake Tai off Wuxi, a ctiy in Jiangsu Province.

It seriously affected the residential use of water in that neighborhood, sounded the alarm to the prevention and control of water pollution in the country and attracted the attention of the State Council, the State Environmental Protection Department, the National Development and Reform Commission.
