Summary

For this Q209 Pharmaceutical and Healthcare Nigeria report, BMI has forecast that the total drug market will increase from US$633mn in 2008 to US$695mn by 2013, representing a compound annual growth rate (CAGR) of 1.89% in US dollar terms and 3.24% with respect to the Nigerian naira. We believe the main drivers for growth are the various healthcare programmes that have been implemented to increase health awareness and primary care uptake. The promotion of the national health insurance scheme (NHIS) is expected to see renewed drive from the government to boost pharmaceutical spending. Underlining this, we expect healthcare expenditure to rise from US$7.3bn in 2008 to US$8.3bn by 2013.

During December 2008 the teething syrup My Pikin raised alarm when the National Agency for Food, Drug Administration and Control (NAFDAC) confirmed that over 29 infants had died after using it. This has now increased to 80 victims. Barewa Pharmaceuticals, an indigenous drug manufacturer which produced My Pikin, has been shut down, while the owner of Nigerian chemical supplier Tranxell has been arrested and accused of providing the illegal and toxic compound diethylene glycol which was used in producing the syrup. Diethylene glycol is normally found in anti-freeze and brake fluid.

Nigeria's pharmaceutical industry has been damaged by counterfeiting since its independence in 1960.

While poor intellectual property (IP) protection and financial mismanagement deters multinational drug companies from releasing patented drugs, it also questions the integrity of indigenous manufacturers. The lack of transparency and compliance in the Nigerian drug industry will not instil confidence into the system, especially at a time when the country is trying to discourage or ban imported medicines in order to promote self-sufficiency.

In January 2009, the health minister of Nigeria, Babatunde Osotimehin, announced that the government will release more funds into the NHIS to encourage rural communities to participate. While low income, poor healthcare access in remote areas and illiteracy form the basis for non-compliance, BMI believes that the government and the NHIS should co-ordinate efforts in educating the rural population about health insurance.
