Summary
South Africa is one of the most promising pharmaceutical markets on the African continent.
Consequently, the country is found in a joint third position, alongside the much smaller market of Bahrain, out of the 14 Middle East and Africa (MEA) markets surveyed in BMI's Business Environment Rating table for Q208. Its large population and a considerable disease burden - including both communicable and non-communicable diseases -offer considerable opportunities in terms of pharmaceutical revenues. However, a relatively unfavourable country structure and risky pharmaceuticalspecific regulatory environment continue to represent barriers to investment.
Nevertheless, BMI forecasts a strong annual growth over the forecast period, with the generics sector reaping most benefits. Cost containment measures by the government are set to favour the cheapest treatments, as authorities aim to improve access to medicines. In addition, the pending announcement of a new National Health Reference Price List (NHRPL) for 2008 for health costs in the private sector is due to increase transparency, but also to exert a downward pressure on pharmaceutical prices to control the spiralling costs of private sector insurance. However, the Department of Health appears to have disregarded consumer price data that suggests rising prices when putting together the NHRRL for 2008.
The list will recommend an average rise in private healthcare fees of 5.4% , which falls below inflation levels. Consequently, the affordability of medicines remains in question.
In the meantime, pressure on public healthcare resources seems to have been compounded by pricefixing.
In February 2008, the South African Competition Commission accused four pharmaceutical firms of colluding to inflate their prices for government hospital tenders and acting as a cartel. One of the companies in question, Adcock Ingram, had previously been linked with similar deals through its parent company Tiger Brands. In November 2007, Tiger Brands was fined for its participation in bread and milling cartels. The investigation is set to have a negative effect on Adcock Ingram's planned spin-off.
In other industry news, in November 2007, local Aspen Pharmacare signed a strategic partnership with India's active pharmaceutical ingredients (APIs) manufacturer Strides Arcolab. The deal will interlink the two companies' interests across several regions and therapeutic areas. Aspen, already the Southern Hemisphere's largest generics firm, will take a 50% stake in Strides' Latin American operations, Strides Latina, which includes Cellofarm in Brazil, Solara in Mexico and Sumifarma in Venezuela. The move confirms the strength of the leading South African generic players on a global market.
