Despite having one of the largest economies in the Middle East, per capita spending on health is one of the lowest in the region. The WHO estimates that health expenditure in 2004 was equal to 6.1% of GDP an increase from the estimated 5.8% in 2003. Using these figures, Espicom predicts that health spending stands at US$10.3 billion, equal to US$133 per capita in 2008 and will rise to US$17.8 billion, equal to US$209 per capita, by 2013.
The healthcare system has been in a transitory period for some time, and while this should eventually result in a more modernised, efficient system, the delay has allegedly caused standards to slip in the public sector.
Recent economic uncertainty has restricted the growth of the market. In addition to this, some government policies, aimed at transforming the economy into one that is increasingly open, globablised and market-oriented, have been unpopular, slowing the pace of reform and restricting the market still further.
The results of a referendum on the political constitution that took place in March 2007 are currently being collated. They have taken place against a backdrop of rioting and violence and the government has been accused of attacking opposition protesters and of rigging the election. If implemented, critics fear the new reforms will compromise basic civil rights although the government claims that the proposals will create a more open selection process for presidential candidates. As a result this has dominated the political agenda, and healthcare reform is unlikely to be addressed in the near future.
Egypt imported US$257.9 million of medical devices in 2006, more than one quarter of which was diagnostic imaging apparatus. Imports have followed a general upward trend since 2002. There is little domestic production, so exports amounted to just US$35.6 million in 2006.
The market for medical equipment and supplies is one of the largest in the Middle East but per capita consumption is very low and comparable with much smaller markets, such as Syria and Iran. The market is estimated to be worth US$310 million in 2008, equal to US$4 per capita. Espicom predicts that the market will grow by 3.1% annually to reach US$366 million, but still with a per capita level of US$4, by 2013.
