The Republic of Estonia is situated on the Baltic coast in north-eastern Europe and is bordered by Latvia and the Russian Federation. Estonia has the smallest population in Central & Eastern Europe, standing at an estimated 1.3 million in 2008. The population has been falling since the early 1990s and is slowly ageing; 17.5% is aged 65 or over in 2008.

Estonia joined the EU in May 2004. EU directives relating to medical devices were transposed into national law in December 2004, with the introduction of the Medical Devices Act. The Competent Authority for medical devices in Estonia is the State Agency of Medicines. Funding for healthcare in Estonia is principally through compulsory health insurance, operated by the Estonian Health Insurance Fund. The EHIF replaced the Central Sickness Fund and 17 regional funds in 2001. Private expenditure has increased in recent years and is estimated to account for 23.1% of total spending in 2008.

In 2008, the Estonian market for medical equipment and supplies is estimated at US$183 million, or US$136 per capita. It is expected that the device market will continue to expand at a rate of 9.3% per annum, reaching US$291 million, or US$219 per capita, by 2013. Around 61% of the medical device market is supplied by imports. Germany, Finland and Sweden were the leading suppliers in 2006, accounting for over 50% of imports. The value of imports increased by 50.8% in 2006.
