We have made a number of structural changes to our latest update on Hong Kong's telecommunications market. The changes include a reorganisation of the various sections of the report and the adoption of a new format for presenting the operator profiles. The Mobile Data section of the report includes new coverage of the development of mobile value added services (VAS) in Hong Kong, as well as an overview of some of the sector's recent contract wins. In this quarter, we have focused more attention on developing the mobile sections of our report, including the mobile operator profiles. In our next quarterly update, we plan to introduce considerable revisions to the fixed-line and broadband sections of our report.
According to Hong Kong's telecoms regulator, OFTA, there were 11.485mn mobile subscribers in Hong Kong at the end of November 2008; this reflects an 8.5% increase or the addition of 896,000 new mobile customers in the 11 months since the start of 2008. In the 11 months ending November 2008, the number of postpaid mobile subscribers rose by just over 6% year-on-year (y-o-y) to reach 6.044mn. Meanwhile, the number of 3G customers rose to 2.734mn at the end of November 2008, which was equivalent to 23.8% of the total customer base. We now believe that the mobile subscriber base expanded by around 9.4% in 2008, to reach 11.59mn at the end of the year. This gives Hong Kong a mobile penetration rate of 165%.
Recent developments in Hong Kong's telecoms market include the December 2008 announcement that the government planned to issue two mobile TV licences by the middle of 2009. Meanwhile, in January 2009, it was reported that three provisional winners had been named in the country's national wireless broadband licence auction. China Mobile Hong Kong (Peoples), CSL New World Mobility and Genius Brand (a joint venture of PCCW and Hutchison Telephone Company) each won allocations of 6x5MHz in the 2500-2690MHz frequency band. Licensees will be allowed to provide fixed, mobile voice or data services or a combination of these services using the frequency bands.
Meanwhile, following its failure to win spectrum allocations in the broadband wireless access auction, mobile operator SmarTone revealed plans to implement '4G' long term evolution (LTE) technology, through the reuse of its existing spectrum.
Hong Kong maintains its position in third place in BMI's latest set of business environment ratings for the Asia Pacific region. The country continues to score above average in all of the categories surveyed in BMI's business ratings for the Asia Pacific telecoms markets. Although Hong Kong continues to have the third-highest country risk rating in the region, BMI predicts that Hong Kong's services-oriented economy will have a tough year in 2009.
