Key Findings

•Government regulations and policies play a major role in shaping the demand in ASEAN. They impact consumer choices and attitudes and can cause dramatic swings in demand.
•While policy in Thailand is oriented towards an export-driven industry, the policies of Indonesia focus more on increasing current motorization levels by making cars more affordable.
•The big-3 markets in ASEAN—Thailand, Indonesia, and Malaysia—have all embarked on green car programs which have taken centre stage in policy direction.
•These markets are also trying to align themselves with global markets, regulations and standards, even as they try to integrate the sector at the regional level.

Energy Efficient Vehicles

•The newly-released National Automotive Policy (NAP) contains six roadmaps with various measures of substantial support to make Malaysia the regional hub for energy efficient vehicles (EEVs). Manufacturing licenses and incentives would be given for EEV production and investment, to encourage the local assembly of hybrid and electric vehicles

Hybrid Incentives
•As the hybrid exemption scheme was completed in December 2013, the incentives were revised and import/excise duty exemptions are expected to be granted only to locally-assembled hybrids.

Implementation of Goods and Services Tax (GST)
•The government has introduced a new GST scheme of x % that might replace the current sales tax of x %, and is expected to be implemented in 2015

Attract and encourage FDI flows into Malaysia for EEV manufacturing
Gradual reduction in prices as new incentives and localization requirements make CBU imports unviable and it becomes imperative to assemble hybrid cars (and later EVs) in Malaysia
