Summary National Thermal Power Corporation (NTPC) is undertaking the construction of the Integrated Thermal Power Plant project in Odisha, India.
The project involves the construction of a 3,200MW coal based thermal power plant on 648ha of land. The power plant is comprised of four units, each with a power generating capacity of 800MW.
The first two units of 800MW each will be developed under first phase and other two units under second phase.
The project includes the construction of a coal washing unit, water transmission pipeline, raw water storage tanks, switch-yard for power evacuation, power house and installation of turbines, generators, laying of transmission lines.
The annual coal requirement of the project is about 19.50MTPA out of which about 7MTPA coal will be sourced from Dulanga coal block allocated to NTPC and the balance 12.50 million TPA through long-term coal linkage.
In December 2010, NTPC signed a Power Purchase Agreement (PPA) with the state-owned Grid Corporation of Odisha(Gridco) for sale of power from the central sector’s proposed project in Odisha.
NTPC has sought bids for the boilers and turbine generators as a part of bulk tendering process which includes nine units of 800MW at different projects proposed at Kudgi, Lara in Chhattisgarh, and Darlipali and Gajmara in Odisha.
The company received coal linkage and water linkage approval for the project.
BGR Energy had won the contract for (Phase I) supplying turbines and generators, while the boilers will be supplied by state-run BHEL. The main plant equipment (boilers, turbines and generators) order was finalized in November 2011. However, in early April 2013, BGR Energy, one of the equipment suppliers, pulled out of the project.
Maharatna Public Sector Undertaking(PSU) will provide US$593 million for the project.
In October 2013, NTPC has received land and environmental clearance.
In January 2014, Board of Directors of NTPC approved US$2,052 million investment for the first phase of the project. This approval is subject to environmental clearance from Ministry of Environment and Forests.
In February 2014, Toshiba Corp was awarded an engineering, procurement and construction (EPC) contract for the steam turbine and generator island packages for the first phase.
In March 2014, Alstom secured supply contract from BHEL. The scope of the contract covers Alstom - the sole licensor for BHEL supercritical technology- will design the supercritical boilers and supply identified pressure parts along with windboxes, pulverizers and airpreheater components. The contract value is US$85 million.
On November 2, 2014, NTPC awarded a contract to BHEL to supply and installation of the Electrostatic Precipitator (ESP) package for the first phase of the project.
In December 2014, Alstom T&D India was appointed to supply a 765kV switchyard for the first phase of the project.
In February 2015, NTPC appointed Crompton Greaves (CG), Avantha Group Company, to design, manufacturing and supply 315 MVA 765kV single phase GSU transformers, 85 MVA 765 kV tie transformers and 80 MVAR shunt reactors for the first phase.
In July 2015, NTPC appointed Emerson Process Management, a global business of Emerson to provide automation technologies and expertise for supercritical generating units of first phase.
In April 2017, BHEL is in the process of appointing a erection, testing and assistance contractor for commissioning and trial operation, supply and application of final painting of electrical and C&I works and handling of materials.
Construction works on Unit I were completed.
Construction activities on the Unit II of first phase are underway and expected to be completed by February 2018. Planning activities on unit III and unit IV are underway.
