Summary
Neyveli Uttar Pradesh Power Limited (NUPPL) a joint venture of Neyveli Lignite Corporation Ltd (NLC)and Uttar Pradesh Rajya Vidyut Utpadan Nigam Ltd (UPRVUNL), is undertaking the construction of Ghatampur Thermal Power Plant in Uttar Pradesh, India.

The project involves the construction of 1,980MW coal-fired thermal power plant comprises of three phases (3X660MW) each on 1011.7ha of land.

It includes the construction of a powerhouse, 33/11KV, 2x5MVA substation, coal washing units, grinding units, chimney, the installation of boiler, turbines, transformers, generators, and the laying of transmission lines.

The also include Gas Insulated Switch gears at 3V levels namely 765kV, 400kV and 132kV. It also features tri-flue chimney of 275m height with borosilicate glass lining.

In the third quarter of 2010, a suitable site in Kanpur Nagar district was identified for the project.

In June 2011, the project secured in-principal approval from the Government of Uttar Pradesh for allotment spanning 1,011ha of land and 80 cusecs of water for the development of the project.

The draft feasibility study report of the project has completed and the project has received initial planning approval from the State Cabinet.

The Coal Ministry of India has allotted Pachwara-South block at Rajmahal coalfield of Dumka districts in Jharkhand for the proposed project. The block has a coal reserve of 279MT spanning 6.5km2 of land.

In April 2013, NLC and UPRVUNL invited the global firms for providing consultancy services on the proposed project.

In June 2013, nine global firms expressed their interest in providing consultancy services. In July 2014, Uttar Pradesh state government was secured approvals for the project.

Vimta Labs Ltd has been appointed as the environmental consultant for the project.

On June 27, 2016, A tender was issued in search of a contractor for the construction of approach road and RCC bridge in the project site.

On July 20, 2016, The Cabinet Committee on Economic Affairs (CCEA) provided final approval for the construction of the project.

On July 29, 2016, NLC invited tenders for the supply, erection, testing and commissioning of 33/11KV, 2x5MVA substation, 11KV Distribution network to various construction sites for construction power supply and low tension (LT) supply for construction water supply for the project with a submission deadline on August 29, 2016.

Expressions of interest (EoI) for steam generator (SG), turbine generator (TG) and balance of plant packages have been received.

In July 2016, Techno-commercial specifications have been issued to the shortlisted bidders for SG and TG, and pre-bid meetings have been completed.

On August 3, 2016, L&T-MHPS Boilers Private Limited, a 51:49 joint venture between Larsen & Toubro (L&T) Power, India and Mitsubishi Hitachi Power Systems (MHPS), Japan appointed as contractor for the project. The scope of the contract covers design, engineering, manufacture, supply, erection and commissioning services for the project.

The commissioning of units I, II and III is scheduled to be done by 52, 58 and 64 months, respectively from the date of construction commencement.

On October 3, 2016, NLC invited tender for the construction of warehouse and canteen building including internal electrification with a last submission date as November 2, 2016.

On October 20, 2016, construction works commenced with groundbreaking ceremony.

On November 21, 2016, BGR Energy Systems secured US$417 million Balance of Plant (BoP) contract.

The scope of contract includes design, engineering, manufacture, supply, inspection, testing of all plant and equipment including technological & miscellaneous structures, mechanical, C&I systems, electrical equipment and systems, steel structures, supply of mandatory spares, civil works, erection, trial operation, commissioning, performance guarantee testing and handing over of Balance of Plant (BOP) equipment on turnkey basis.

The contract completion period including power generation test is 38, 44 and 50 months for Unit - I, II and III respectively.

On December 17, 2016, a tender was issued to appoint a contractor to undertake non-residential buildings of powerhouse and internal electrification works with last submission date as January 18, 2017.

On December 31, 2017, NUPPL signed US$1,725.68 million loan agreement with Power Finance Corp (PFC) -led consortium of Rural Electrification Corp (REC) and State Bank of India (SBI).

Out of total debt of US$1,886.72 million, US$1,725.68 million debt is funded by the PFC-led consortium. Balance debt is provided by Bank of India.

Construction works are scheduled to be completed by November 2021.
