Mutiso Menezes International has been appointed as architect, Quantech Consultancy as quantity surveyor, Mecoy Consultants Ltd as electrical and mechanical engineer and Wanjohi Consulting Engineers as structural and civil engineer.

In June 2013, China Jiangxi Corporation for International Economic & Technical Co. Ltd was appointed as construction contractor.

In November 2013, construction works halted and resumed in March 2014.

In June 2015, the tenders were invited for supply, delivery, installation, testing and commissioning for audio visual and conference management systems.

Construction works are underway and scheduled to completed by May 2018.
