Summary
National Hydroelectric Power Corporation (NHPC) under a joint venture with Satluj Jal Vidyut Nigam Ltd (SJVNL) and the Manipur Government, is planning to undertake the Tipaimukh Hydroelectric Power Plant project in Manipur, India.

The project involves the construction of a 1,500MW power plant with six units of 250MW each.

The project includes the construction of a rock-filled dam, a reservoir, access roads, spillway, headrace and tailrace tunnels, shafts and a powerhouse, the installation of turbines, generators, hydromechanical equipment and transformer, and the laying of transmission lines.

In July 2003, Public Investment Board gave techno-economic clearance for the Tipaimukh hydroelectric power plant proposal.

The Union Home Ministry granted US$65 million for the project’s security and additional funding would come directly from the central government of the country as a grant.

Techno-Economic Clearance (TEC) of the project was accorded by Central Electricity Authority (CEA) on July 2, 2003. The project was also cleared by Public Investment Board (PIB) on January 31, 2006.

In April 2010, the NHPC signed a memorandum of understanding (MoU) with SJVNL and Government of Manipur for the formation of a Joint Venture Company to develop the project.

In May 2010, the project has been delayed due to protests from the environmentalists and activists in Manipur and Bangladesh.

In November 2011, the statement reiterated that its controversial 1,500MW Tipaimukh Hydro-Electric (Multi-Purpose) Project would not involve diversion of water and hence would not have any adverse downstream impact on Bangladesh.

In November 2015, Forest Advisory Committee (FAC) rejected the proposed project plans and huge cost over-run occurred due to delays.

The project is facing delay due to opposition by the communities in the downstream region.
