Summary
National Thermal Power Corporation Ltd (NTPC) is planning to construct an ultra super critical (USC) thermal power plant project in Andhra Pradesh, India.

The project involves the construction of a 4,000MW thermal power plants and is planned to be implemented in four units of 1000MW each.

The project includes the construction of a powerhouse and substations, the installation of steam turbines, boilers, generators and transformers, and the laying of transmission lines.

The project will be developed by using super critical turbines with state-of-the-art technology.

The state will buy 50% of the power generated (2,000MW) at the plant. The Andhra Pradesh government will facilitate necessary clearances required and provide land and water for the project.

In November 2013, NTPC invited expression of interest (EOI) from foreign suppliers for signing a 10-15 year contract for importing 12 million tonnes coal for the project.

On September 16, 2014, the government of Andhra Pradesh (GoAP) handed over documents for transfer of land to NTPC.

On December 26, 2014, NTPC invited tenders for long-term procurement of imported coal for the project on Cost, Insurance and Freight (CIF) basis.

In December 2014, NTPC submitted the Terms of Reference (ToR) to the Ministry of Environment and Forest (MoEF), following which MoEF advised NTPC to shift the project location stating that the current location at Visakhapatnam is an eco-sensitive area.

Based on the suggestion from MoEF, NTPC revised the ToR and submitted a revised layout plan for the proposed project on January 9, 2015.

In the first quarter of 2015, NTPC issued tenders for the main plant equipment and construction of the project.

NTPC appointed Vimta Labs to prepare the environmental impact assessment (EIA) report.

In July 2015, Vimta Labs completed EIA study.

On August 12, 2015, public hearing on the EIA study was held.

In September 2015, Doosan Heavy Industries and Bharat Heavy Electricals Ltd (BHEL) emerged as lowest bidders for supply of boilers and turbines & generators (BTG).

On December 28, 2015, Doosan Heavy Industries & Construction selected as preferred bidder.

NTPC awaiting long-term coal linkage and clearances from MoEF.
