The Ministry of Energy of Kyrgyzstan(MoEK) is undertaking the development of Upper-Naryn Cascade Hydropower plants in Kyrgyzstan.
The project involves the construction of four hydroelectric power plants with combined capacity of 237.7 MW and an output of 942.4 million kW.
The four power plants are Akbulunsky hydroelectric plant, Naryn HPP-1 (GES-1), Naryn HPP-2 (GES-2) and Naryn HPP -3 (GES-3).
The project includes construction of power house, head race tunnels, laying of transmission lines and the installation of turbines, generators, transformers and the construction of related facilities.
Russian Federation’s Ministry of Energy and the Kyrgyzstan’s Ministry of Energy and Industry has signed a Memorandum of Understanding (MoU) for the development of the project.
Russian Federation will provide the joint venture with half of necessary funds while ensuring that the group obtains a loan facility to cover the remaining construction cost. Meanwhile, Kyrgyzstan will contribute land rights and other required necessities.
JSC Lenhydroproject is a subsidiary of Rushydro is appointed to perform engineering survey and preparation of design documentation.
In October 2014, Construction activities on this project were commenced.
In December 2015, JSC Electric terminated the contract with JSC RusHydro due to regulatory issues.
In July 2017, MoEK and Liglass Trading CZ (LTCZ) signed an agreement on the continuation of construction of the Upper Naryn cascade hydro-power plants. According to the agreement, Liglass Trading has to build the power plants and put into operation.
An in-house construction division of LTCZ will undertake the construction activities.
