Summary
Kuwait Authority for Partnership Projects (KAPP) in collaboration with Kuwait Municipality (KM) is planning to undertake the South Al Jahra Labor City development project in Kuwait.

The project involves the construction of a 1,015,000m2 labor city. It includes the construction of residential units for around 20,000 workers, government facilities, commercial facilities, schools, clinics, access roads, the development of landscape and playgrounds, and the installation of safety and security systems.

The government facilities include the construction of firefighting stations, police stations, medical clinics and mosques.

The commercial facilities includes the construction of retail outlets and commercial services to serve the tenants such as shops, supermarkets, restaurants, banks, bakeries, gas stations, and cafes.

The development of landscaping and playgrounds includes green spaces, gardens and parks.

The infrastructure facilities comprises stable water supply, a telephone network, roads, parking, bus stations, maintenance services, a sanitary sewage system and a drainage system and the installation of safety and security systems.

The project will be developed on public-private partnership (PPP) basis under build, operate, and transfer (BOT) scheme.

In April 2015, RSM Albazie & Co. was appointed as lead consultant for the project.

In September 2015, a request for proposal (RFP) for the project transaction advisory contract was issued with a bid submission deadline of October 29, 2015. However, the bid submission deadline was extended to March 1, 2016.

In August 2016, KAPP and KM are in the process of appointing a transaction advisor and is in the process of preparing RFP documents.

In November 2016, Projacs International was appointed as the project manager.

On May 14, 2017, KAPP invited bids for Request for Qualification(RFQ) on design and finance and build, operate, maintain and transfer basis for the project.

In October 2017, KAPP has awarded build-operate-transfer (BOT) contracts to five major consortias.

The consortias includes Agility Public Warehousing Company consortium comprising National Industries Group and National Real Estate Company; the Al Mazaya Company consortium comprising Kuwait Investment Company, Tariq Al Ghanim and United Real Estate Company (URC) and also the China State Construction Engineering Corporation consortium comprising Fouad Al Ghanim and Sons and the Kuwait Financial Center (Markaz).
