Summary The Hanoi Metropolitan Rail Transport Project Board (HRB) is undertaking the Metro Pilot Line project in Hanoi, Vietnam.
The project involves the construction of a 12.5km dual track metro line from Nhon area in Tu Liem District to the Hanoi Station in Dong Da District with a scope for further expansion to 21km.
The project is being implemented in nine packages including five construction packages (CP01-CP05) and four equipment and systems package (CP06-CP09).
The package CP01 (elevated line section) includes the construction of an 8.5km elevated track connecting the Nhon depot with Thu Le Park; package CP02 (Viaduct and age CP03 (tunnel and underground stations) includes the construction of a 4km underground track connecting Thu Le with Hanoi Railway Station and four underground stations; package CP04 (Depot infrastructure); package CP05 (Depot architectural buildings); package CP06 (1st Rail system); package CP07 (2nd Rail system); package CP08 (3rd Rail system) and package CP09 (Automatic Fare collection).
The project also includes the construction of power supply stations, one depot, platforms and other related facilities, and the installation of safety and security systems.
Systra has been appointed as a lead consultant whose scope of work includes design studies as well as preparation of tender documents including assistance for bids review and contract awarding for the project.
In October 2005, a feasibility study was completed.
In 2006, Systra drilled five holes with depth from 600m to 1,000m to analyze the soil. In 2008, it bored 14 holes, with a one-back-one distance of 14 to15cm and in 2011; it drilled 59 boreholes with depth from 30m to 57m and a diameter of 630mm.
In December 2006, construction commenced and in September 2010, the construction works initiated for the second time.
On November 12, 2009, Artelia Group appointed as an environmental consultant.
The project is using various ODA (official development assistance) loans from France, China, and Japan; hence it has to follow regulations of many donors. Therefore, it is difficult to harmonize instructions during construction and secure convenience for passengers in the operation stage.
On September 22, 2010, Vinaconex appointed as construction contractor for package CP04.
On March 29, 2011, HRB received approval.
On May 14, 2011, Transport Engineering Design Inc. (TEDI) appointed as a consulting engineer.
On June 30, 2011, Transport Investment and Construction Consultant Joint Stock Company (TRICC) was appointed as consulting engineer for package CP05. The scope of work includes verification of technical design, cost estimates, and appraisal of bidding documents.
In February 2012, the State Bank of Vietnam (SBV) assigned the Vietnam Bank for Industry and Trade (Vietinbank) to arrange funds.
Vietinbank has agreed to provide US$1,112 million funding towards the project. The financing includes US$381 million from the Asian Development Bank (ADB), US$325 million Official Development Assistance (ODA) from the French Government, US$143million in ODA from the French Development Agency (AFD), US$94.9 million in ODA from the European Investment Bank (EIB), US$169 million from the Hanoi City budget.
On April 11, 2012, SENER appointed as a consulting engineer.
On August 16, 2012, HRB issued tenders for package CP02.
On October 24, 2012, a construction contract for package CP05 to build rail terminal building was awarded to Hanoi Construction Corporation-MOC.
On December 27, 2012, an invitation for pre-qualification for the design-build contract of package CP03 was issued with a submission deadline of February 7, 2013.
On June 30, 2013, IDOM Ingenieria y Consultoria S.A. was appointed as project management consultant (PMC).
On August 8, 2013, SK Engineering and Construction Co. Ltd - Impregilo S.P.A. - Salini S.P.A. Joint Venture;
Obrascon Huarte Lain S.A., China Railway Sixth Group Co., Ltd; New Hanoi Joint Venture - Cooperativa Murat Ori & Cementisti, Italian-Thai Development Public Co. Ltd, Songda Corporation, Sele S.P.A., Trevi S.P.A.; Vinci Construction Grands Project, Bachy Soletanche Group Ltd. And CS M Bessac Joint Venture; and Hyundai Engineering & Construction Co. Ltd and Ghella S.P.A. Joint Venture were prequalified for the package CP03.
On August 14, 2013, Posco Engineering & Construction Co.Ltd was awarded construction contract for elevated stations.
The other bidders include: Keangnam Enterprises.Ltd; a joint venture of Song da Corporation and Hanoi Housing Investment and Development Number 26; and Hanoi Construction Corporation - Single member Co.
In 2013, main activities of package CP04 at the 15ha Depot site in the expropriated area, and temporary work office for package CP05 at the Depot (Block A) and destructive pile test was finished (26 pile tests) on the Depot site of package CP05.
On January 17, 2014, the safety checks and certification contract was signed between HRB and the consortium of consultants (Apave - Bureau Veritas – Certifer) represented by Apave.
On April 11, 2014, Daelim Industrial was awarded US$84 million contract to build 8.5km elevated track connecting the Nhon depot with Thu Le Park.
On October 24, 2014, HRB issued tender for package CP07.
On November 20, 2014, HRB issued tender for package CP06 and only one contractor participated in the bidding process. The consortium of Atom SA, Colas Rail, and Thales Group submitted the bid.
On October 30, 2015, Hyundai Engineering & Construction Co. Ltd and Ghella S.P.A. JV was appointed as construction contractor for package CP03.
On January 18, 2016, HRB received an approval of US$75 million from French Development Agency (AFD) for the project.
On January 17, 2017, HRB awarded consortium of Alstom, with Colas Rail and Thales to supply technology and equipment for the package CP08. Alstom’s share of the contract is US$230.22 million.
Alstom will supply 10 Metropolis trains and its Urbalis 400 CBTC solution which controls train movement, enabling them to run at higher frequencies and speeds in total safety, as well as the power supply and depot equipment together with Colas Rail. The operational control center and telecommunications will be delivered by Thales.
In April 2017, Tokyo Metro announced its assistance to Hanoi in the management and operation of its new metro network through a new subsidiary, Vietnam Tokyo Metro (VTM). VTM will provide consultation on the technical operation and human resources.
As of June 2017, 30% of the works have been completed.
Construction works on packages CP01, CP02, CP03, CP04, and CP05 are underway. The entire project to be operational by the end of 2021.
