Summary
Transcontinental Gas Pipe Line Company, LLC (Transco) is a wholly owned subsidiary of Williams Partners LP (WPZ) is undertaking the Hillabee pipeline in Alabama, the US.

The project involves the construction of approximately 69.2km of additional pipe segments (called loops) in Alabama, a new compressor facility in Choctaw County, as well as modifications to other existing compressor stations and valve sites.

The project will be constructed over three phases, the proposed expansion will add a total of approximately 1.13 million dekatherms per day of pipeline capacity to the Transco system.

The first phase includes the construction of new 32,000hp compressor facility, 7.40km of 48-inch pipe in Autauga and Chilton, 12.63km of 42-inch pipe in Coosa, 12.23km of 42-inch pipe in Tallapoosa, the modification of existing compressor facility in Dallas and Coosa.

The second phase includes the construction of 10.83km of 42-inch pipe in Choctaw, 6.30km of 42-inch pipe in Chilton, the modification of existing compressor facility in Dallas and Chilton.

The third phase includes the construction of 8.81km of 42-inch pipe in Choctaw, 12.8km of 42-inch pipe in Autauga and Chilton, the modification of existing compressor facility in Chilton.

In November 2013, initial ground surveys (environmental, cultural and civil surveys) for the expansion project began.

Transco filed draft resource reports in December 2013 that submitted a monthly pre-filing status report in January 2014.

In February 2014, Transco conducted public meetings for the EIS report.

In June 2014, Transco submitted a draft resource reports 1 through 12 and an associated mapping supplement for the project.

In November 2014, Transco submitted a 7c Application to Federal Energy Regulatory Commission (FERC).

On September 4, 2015, FERC released a draft environmental impact statement (DEIS) on the project.

On February 2, 2016, Transco received approvals from Federal Energy Regulatory Commission (FERC).

Northern Clearing Inc has been appointed as clearing contractor and Price Gregory Construction as the construction contractor for the first phase.

In August 2016, FERC granted permission for the construction of the project.

In the third quarter 2016, construction works on the first phase of the project has commenced.

On July 11, 2017, Construction works on the first phase are completed.

The second phase is scheduled to be completed by second quarter of 2020, and third phase is scheduled to be completed by second quarter of 2021.
