India%s Spectrum Auctions: A Costly but not Pyrrhic Victory for Incumbent Telcos

On March 25, 2015, India concluded its most recent auction of spectrum. The record-breaking auction played out over 19 days and closed with bids totaling US$17.5 billion (INR 109,874 crores) for spectrum in the 800MHz, 900MHz, 1800MHz, and 2100MHz bands. The record auction proceeds are an enormous boon for the India government in its efforts to reduce the fiscal deficit. For India's mobile operators, the outcome is mixed. The primary incumbents have strengthened their relative positions at great cost while smaller players have been weakened, likely setting the stage for the next round of industry consolidation.
