Societe de Gestion de IEnergie de Manantali(SOGEM) is undertaking the development of hydroelectric power plant in Kayes, Mali.

The project involves the construction of 140MW hydroelectric power plant with a capacity of 620 GW-hour per year. It includes the construction of a powerhouse, a substation, a diversion tunnel, access roads and related infrastructure, the installation of three 49MW Kaplan turbines, generators and transformers, and the laying of transmission lines.

Coyne et Bellier conducted a feasibility study on the project.

On May 6, 2011, Agence Francaise de Developpement (AFD) and OMVS signed a grant agreement for the project.

In July 2011, SOGEM awarded a service contract to Oreade-Breche for the environmental and social study.

On January 4, 2013, the Malian government and The Export-ImportBank of China signed a US$345 million loan agreement to finance the project.

In September 2013, final reports of the Environmental and Social Impact Assessment (ESIA), the Environmental and Social Management Plan (ESMP) and the Resettlement Action Plan (RAP) were submitted to OMVS and AFD.

Sinohydro Group Ltd has been appointed as the main contractor and the contract value is US$326 million.

On December 17, 2013, groundbreaking ceremony was held and construction works commenced.

Construction works are underway.
