"The omission of spectrum outside of the WRC-19 agenda should alert the telecoms industry to the need to promote worldwide usage of this spectrum for 5G IMT use."

The agenda from the World Radiocommunication Conference 2015 (WRC-15) focused on spectrum above 24GHz, but omitted the important 28GHz band, as well as important bands for the telecoms industry in the 6–24GHz range, which may be required to address some of the proposed 5G use cases.

Many of the 5G tests conducted thus far have been in the 28GHz spectrum. However, sub-24GHz spectrum is important to the telecoms industry and needs to be made widely available to meet the widest range of 5G use cases.

THIS REPORT PROVIDES:
- a discussion of the key issues for the future of microwave spectrum following WRC-15
- an overview of the issues around plans for, and trials in, the 28GHz band, and the related implications for its adoption worldwide
- recommendations for vendors, regulators and operators.
