Summary Etalin Hydro Electrical Power Company (EHEPCL) is undertaking the construction of Etalin Hydroelectric Power Plant project in Dibang valley district of Arunachal Pradesh, India.
EHEPCL is a joint venture of Jindal Power Limited (JPL), a subsidiary of Jindal Group, and Hydro Power Development Corporation of Arunachal Pradesh Ltd. The JV intends to develop the project on Build, Own, Operate and Transfer (BOOT) basis.
The project involves the construction of 3,097MW hydroelectric power plant.
The project will include the construction of 90m high concrete gravity dam -01.5 m and 80 m and area of 1,155.11 h reservoir and underground power house, a substation, vertical shafts, access shafts, access road and other infrastructural related facilities, the installation of generators and turbines, and the laying of transmission lines.
In November 2009, the project secured environmental clearance from Ministry of Environment and Forest (MoEF) for pre-construction activities.
On July 31 2013, the Cabinet Committee on Investment (CCI) directed the Ministry of Defense (MoD) to accord No Objection Certificate to the Project.
In August 2013, the project has been approved by the Cabinet Committee on Investment (CCI).
In December 2013, the state government reduced the capacity of hydroelectric power plant from 4,000MW to 3,097MW.
On July 18, 2014, EHEPCL has invited pre-qualification bids from the experienced contractors in 6 Packages based on the scope of work on Engineering Procurement and Construction (EPC) basis with August 26, 2014 as submission deadline. Following are the packages:
Package 1: Execution of Dam Complex (Dri limb) consisting of River Diversion Works, Dam-Spillway, Dam-Toe Powerhouse, Intake, 1.6km length of HRT, and all related Hydro-mechanical (HM) works as well as Electro-mechanical (EM) and Hydro-mechanical (HM) Works of the Dam-Toe Powerhouse including associated roads and bridges of the project covered under the package.
Package 2: Execution of 7.862km length of HRT (Dri limb) and all related Hydro-Mechanical works including associated adits, roads and bridges of the project covered under the package.
Package 3: Execution of Civil Works of the Powerhouse Complex consisting of 1.26km of HRT, Surge Shaft, Butterfly Valve Chamber, Pressure Shafts along with Steel Lining, Powerhouse cavern, Transformer cavern, Downstream Expansion Chamber, Tail race Tunnel and its Outfall Structure as well as Hydro-mechanical Works of Dri limb along with associated Adits, both MATs, Access Roads and Bridges related to the Powerhouse complex, including excavation of Powerhouse cavern and Transformer cavern of Tangon limb.
Package 4: Execution of dam complex (Tangon limb), consisting of river Diversion works, Dam-spillway, Dam-toe powerhouse, Intake, underground De silting complex, and all related Hydro-Mechanical (HM) works as well as Electro-Mechanical (EM) and Hydro-Mechanical (HM) works of the Dam-Toe Powerhouse including associated roads and bridges of the project covered under the package.
Package 5: Execution of 11.4km length of HRT (Tangon Limb) and all related Hydro-mechanical (HM) works including associated Adits, Roads and Bridges of the project covered under the package
Package 6: Execution of Civil Works of the Powerhouse Complex consisting of 1.65km of HRT, Surge Shaft, Butterfly Valve Chamber, Pressure Shafts along with steel lining, Powerhouse cavern, Transformer hall cavern, Downstream Expansion Chamber, Tailrace Tunnel as well as Hydro-mechanical works related to the Powerhouse of Tangon limb, excluding construction of Roads & Bridges, Adits, MATs and excavation of Powerhouse cavern and Transformer hall cavern.
On September 17, 2014, the due date for submission of Pre-qualification bids has been extended to October 14, 2014. However, on October 17, 2014, the submission date for the Packages 1 and 2 has been extended to December 10, 2014.
In March 2015, Arunachal Pradesh government shelved the project due to pending in the completion of an Environment Impact Assessment (EIA) study.
In February 2017, EHEPCL received an environment clearance from Ministry of Environment, Forest and Climate Change (MoEF & CC) for the project.
Construction works are underway.
