The Ministry of Interior (MOI), Saudi Arabia is undertaking the Package A of Second phase of the King Abdullah Project (KAP) for Development of Security Compounds in Riyadh, Saudi Arabia.

The project involves the construction of seven security compounds located at seven different locations in Riyadh.

The project includes the construction of a Passport Institute complex, Institute of Security complex, Institute of Combating Drugs complex, Institute of Border Guard complex, Institute of Civil Defense complex, Special Task’s Training complex and King Fahad Security Institute complex.

On April 15, 2013, MOI invited 10 contractors to submit bids for the main construction contractor of the project with a submission deadline as April 30, 2013 which was later extended to May 2013.

Following which, eight firms have registered their interest in the bidding. Jawdat Contracting Company submitted the lowest bid of US$624 million, El-Seif submitted the second-lowest bid of US$667 million, Al-Rashid Trading & Contracting Company submitted a bid of US$717 million, Al-Arrab Contracting Company submitted a bid of US$744 million, J&P submitted a bid of US$797 million, Etihad Engineering Company submitted a bid of US$840 million, ABV Rock Group submitted a bid of US$923 million and Saudi Binladin submitted a bid of US$1,037 million.

In December 2013, El-Seif Engineering Contracting Company was appointed as the construction contractor for the project.

Construction activities commenced in 2014 and scheduled to complete in 2018.

The project involves the construction of seven security compounds located at seven different locations in Riyadh, Saudi Arabia.

The US$700 million project includes the following:
1. Construction of a Passport Institute complex
2. Construction of an Institute of Security complex
3. Construction of an Institute of Combating Drugs complex
4. Construction of an Institute of Border Guard complex
5. Construction of an Institute of Civil Defense complex
6. Construction of a Special Task’s Training complex
7. Construction of a King Fahad Security Institute complex
8. Construction of related facilities
9. Installation of safety and security systems
