Summary
Wind Quarry Operations LLC (WQO) and Pattern Development Group (PDG) is undertaking the construction of a wind farm project in Butte County, South Dakota, the US.

The project involves the construction of a 103MW wind farm. It includes the construction of a central collector substation (Willow Creek Substation), Operations & Maintenance facility, access roads and related infrastructure, the installation of underground electric collector lines, 31m long 115-kV jumper interconnecting to the new Western-owned switchyard, one to two permanent meteorological towers, a sonic detection and ranging (SODAR) unit and a supervisory control and data acquisition (SCADA) system.

Each turbine would have a hub height of approximately 80m and a turbine rotor diameter of 108m. The total height of each turbine would be approximately 134m with a blade in the vertical position.

Siemens appointed to supply 45 Siemens SWT-2.3-108 wind turbines, with a capacity output of 2.3MW each.

WQO will construct, operate and maintain the project.

Burns & McDonnell Engineering Company, Inc. has been appointed as a technical consultant. US Department of Energy’s Western Area Power Administration was appointed as an environmental consultant.

On May 27, 2015, WQO submitted a planning application to South Dakota Public Utilities Commission (SDPUC).

In July 2015, SDPUC held a public hearing on the project.

On November 12, 2015, WQO secured approvals for the project.

The South Dakota Public Utilities Commission approved a construction permit for the project.

In April 2016, the project is facing delay due to lack of signed power purchase agreement (PPA).

On August 9, 2016, U.S. Department of Energy on behalf of its Western Area Power Administration (WAPA) issued draft environmental assessment (EA) on the project.

WQO invited EA on public comments on EA until September 9, 2016. U.S. Department of Energy ‘s WAPA released final EA in November 2016.

On November 23, 2016, Western Area Power Administration (WAPA) approved permitting phase and allowed to break ground on the project.

In December 2016, Negotiations are underway for financing and obtaining a Power Purchase Agreement (PPA) for the energy produced at the plant.

In June 2017, WQO entered into a purchase and sale agreement with PDG.

As of January 2018, all major construction permits are received.

Pre-design activities are underway.
