Summary Jindal India Thermal Power Ltd (JITPL) is planning to undertake the construction of a coal-based thermal power plant in Odisha, India.
The project involves the construction of an 1,800MW coal based thermal power plant comprising three units of 600MW each. The project will have pulverized coal fired boilers based on sub-critical technology, extraction condensing steam turbines with regenerative heaters and water cooled condensers.
It includes the construction a powerhouse, a substation, fuel storage tanks, combustion chambers and chimneys, the installation of turbines, transformers and generators, and the laying of transmission lines.
The power generated from Angul I is proposed to be evacuated through a dedicated transmission line from JITPL’s generating station to the proposed Angul pooling station being set up by Power Grid Corporation of India Ltd. (PGCIL), which is about 56km away from the project site.
JITPL had obtained all required approvals including for water, coal, environmental clearance and has achieved financial closure.
The company has achieved financial closure of US$405 million debt with a consortium of banks led by Punjab National Bank. Jindal Poly Films (JPFL) is investing US$102 million in the pit-head power project.
Evonik Energy Services (India) Pvt. Ltd, a wholly owned subsidiary of Evonik Energy Services GmbH, Germany (formerly STEAG encotec GmbH) has been awarded the contract to provide detailed engineering services for civil works for the first two units of coal fired power project.
On August 5, 2009, the state-run power equipment maker Bharat Heavy Electricals Ltd (BHEL) secured an order for main plant package for first two units. The scope of the contract covers design, engineering, manufacturing, supply, erection and commissioning of steam turbines, generators and boilers along with associated auxiliaries and electricals. State-of-the-art controls and instrumentation and electrostatic precipitators are also part of the work entrusted to BHEL.
Elecon Engineering Company Ltd has been appointed as contractor for design, engineering, manufacturing, testing, supplying, erectioning and commissioning of material handling equipment and other equipment.
In September 2008, Tata Consulting Engineers Ltd (TCEL) was appointed as owner’s consultant.
In January 2011, JITPL signed a power purchase agreement (PPA) with Tata Power Trading Company for total sale of 900MW. It also signed PPA with the Odisha government-owned utility Gridco for supply of another 250MW from the power plant. The company will sell the remaining 650MW itself on merchant basis.
Construction work on first and second units were completed in November 2013 and January 2015 respectively.
