Summary
Epic Refinery and Petrochemical Industries Ltd (Epic) is planning to build an oil refinery in Oporoma, Bayelsa, Nigeria.

The project involves the construction of an oil refinery with a capacity of 14.94 million tonnes per annum (MTPA) on 1,000ha of land. It will be developed in phases.

The first phase includes front end engineering design (FEED), detailed engineering, environmental impact assessment (EIA) and geo technical studies, procurement and construction of a refinery with 1.29MTPA.

The second and third phases include a 1.29MTPA refinery and the fourth phase includes a 0.73MTPA refinery.

The project includes the construction of storage facilities, a control building, metering stations, pumping stations and related infrastructure, the installation of equipment, and the laying of pipelines.

Sino Asia Energy Group Company Ltd has been appointed as the technical consultant.

In 2011, Epic unveiled the project plans.Epic completed the statutory dues and presented the technical details to the Department of Petroleum Resources (DPR).

DPR subsequently examined the site in Oporoma and did its assessment.

On June 15, 2015, Epic secured an operating license from the DPR for the development.

On September 13, 2015, the Federal Government of Nigeria (FGoN) issued a license to Epic.

On December 4, 2015, Epic invited expression of interest (EoI) from interested and competent petroleum contractors to participate in the tender process related to the first phase.

In April 2016, Epic and the FGoN, Nigeria entered into a memorandum of understanding (MoU) for the further implementation of the proposed plans.

Scope
The project includes the construction of an oil refinery with a capacity of 14.94 million tonnes per annum (MTPA) on 1,000ha of land in Oporoma, Bayelsa, Nigeria.

The US$30,000 million project includes the following:
1. Construction of storage tanks
2. Construction of a control building
3. Construction of pumping stations
4. Construction of control system
5. Installation of equipment
6. Laying of pipelines
7. Construction of related infrastructure
