On September 22, 2014, a groundbreaking ceremony held.

In June 2015, construction works were put on hold due to lack of funds in the state budget.

On June 30, 2016, NIU received US$15.5 million as part of the state’s stopgap budget for the project.

In July 2016, the Illinois state government sent official notice comprising that work on the project could continue.

In November 2016, construction works resumed.

Construction works are underway and expected to be completed by the second quarter of 2018.
