Summary AGRI LNG Co. (AGRILC), a company formed by Romgaz (Romania), State Oil Company of Azerbaijan Republic (Azerbaijan), Georgian Oil and Gas Corporation (Georgia), and MVM (Hungary), is planning to undertake Azerbaijan to Romania Interconnector project between Azerbaijan to Romania via Georgia.
The project involves the construction of an interconnector gas pipeline from Azerbaijan to Romania via Georgia.
The interconnector will transport Azerbaijani natural gas through pipelines to Georgia’s Black Sea coast, where it will be liquefied at a special terminal at the port of Kulevi with a capacity of 7 billion m3 of natural gas per year, of which 2 billion m3 will be consumed in Romania.
The LNG will be taken by tanker across the Black Sea to the Romanian port of Constanta for onward supply to Romania and Hungary and other potential European customers.
In Kulevi, the liquefied natural gas export terminal (LNG plant) would be built. Liquefied natural gas will be transported by LNG tankers to the Constanta terminal in Romania.
The project includes the construction of a terminal, liquefaction unit, refrigeration unit, storage unit and other infrastructural related facilities and the laying of gas transport pipeline.
On February 17, 2010, Romania also signed a memorandum of understanding (MoU) for Azerbaijan gas supplies.
On April 13, 2010, the Minister of Industry and Energy of Azerbaijan Natig Aliyev, Minister of Economy, Commerce and Business Environment of Romania Adriean Videanu and Georgian Energy Minister signed a memorandum on the implementation of project and establishment of the project company headquartered in Bucharest.
On September 14, 2010, SOCAR, Romgaz and the Georgian Oil and Gas Corporation signed the original memorandum of understanding (MoU) on the creation of a joint venture to supply liquefied natural gas from Azerbaijan to Romania via Georgia.
After regasification, natural gas will be delivered through the existing gas grid to Romania and other European countries. An alternative to the transportation of liquefied natural gas is the transportation of compressed natural gas.
In February 2011, Hungary joined the AGRI project, where each of four countries will have 25% share.
In November 2011, Serbia expressed interest in joining the Azerbaijan-Georgia-Romania-Interconnection liquefied natural gas project.

In April 2015, AGRILC approved the project feasibility study.
On June 25, 2015, Azerbaijan, Georgia and Romania signed a Joint Declaration to develop the project.
In December 2015, Bulgaria and Greece signed an investment agreement to build a pipeline, which will carry gas from Azerbaijan to Romania and Hungary with an initial annual capacity of 3 billion cubic meters.
In May 2017, the feasibility study was finalized from Azerbaijan side.
As of March 2018, the feasibility study activities have been completed from Romanian side and they are planning to participate in assessment activities in coordination with the Azerbaijan and Georgia countries.
