Summary
The Department of Transportation and Communication (DoTC) is planning to construct the Railway System project across Mindanao Island in the Philippines.

The project involves the construction of a 2,000km rail transportation infrastructure. It includes the construction of railway stations and signaling junctions, the installation of electric feeder systems and the laying of tracks.

With the initial plans, the project will be executed in four phases which will link urban centers like the cities of Cagayan de Oro (CDO), Iligan, Zamboanga, Pagadian, Dipolog, Marawi, Cotabato and Davao.

The first phase of the project includes the construction of a 124km rail line from Laguindingan to CDO; second phase will be from Laguindingan to Iligan City; the third from CDO to Phividec area in Tagoloan, Misamis Oriental; and the fourth from General Santos City to Cotabato City, then the fifth from Aurora in Zamboanga del Sur to Zamboanga City; and the last line from Cagayan de Oro to Malungon in Sarangani.

In 2010, master plan on the project was completed and in April 2012, plan to build a railway in Mindanao was revived by a House panel which has approved a bill creating a state-run corporation that will own and operate the planned system.

An initial feasibility study was conducted by the National Economic and Development Authority(NEDA).

The state-run Saudi Fund for Development is planning to provide as much as $1,300 million in cheap financing to fund the first phase of the project. The government is also keen on tapping official development assistance (ODA) funds in partnership with China to build the project.

In July 2015, NEDA invited the bids for a consultant to carry out feasibility studies from July 16, 2015 with the submission deadline date as July 21, 2015.

In January 2016, NEDA is in process of appointing the consultant to carry out feasibility study.

In July 2016, the establishment of a project implementation body named Mindanao Railways Authority has been proposed.

Investors from the United States and the Republic of South Korea have registered their interest in the project.

In August 2016, China government expressed interest in financing the project.

The Philippine government is planning to get official development assistance (ODA) commitment from China Government for the project.

March 2017, a feasibility study on the project is completed and slated to be presented to NEDA Investment Coordination Committee (ICC) in the third quarter of 2017.

In August 2017, China Railway Eryuan Engineering Group has shown interest to design 830 km part of the project.

The construction is expected to commence in the third quarter of 2018.
