Hydro-Quebec Production is undertaking the construction of Romaine Hydroelectric Complex project at Romaine River on Quebec’s North Shore, Canada.

The project involves the construction of a 1,550MW hydroelectric complex with four power generating stations with an average annual output of 8TWh. The first development consists of a power station and building of one major dam and five dikes.

The project also includes the construction of four powerhouses; Romaine 1 with 270MW, Romaine 2 with 640MW, Romaine 3 with 395MW and Romaine 4 with 245MW, and switchyards.They are expected to generate a total of 8terawatt-hours annually.

It involves the instillation of 500km transmission lines of 315kV and 735kV capacity.

The Canadian Environmental Assessment Agency (CEAA) has awarded US$29,121 to assist four applicants to take part in the review of the draft environmental impact statement (EIS) guidelines for the Romaine River Hydroelectric Project.

AECOM was awarded FEED contract for the project. AECOM is carrying out the detailed engineering of Romaine-2, Romaine-1 and Romaine-3 as well as the preliminary studies for Romaine-3 and Romaine-4.

As part of the project, AECOM is also providing technical support during the construction of all power plants and is conducting multiple inventories, mapping contracts and environmental monitoring, for tall and small fauna, wetlands and forestry amongst others, in addition to environmental and social impact studies for the entire complex.

Construction of the Romaine-2 commenced in May 2009 and commissioned in 2014.

Cegerco, Fernand Gilbert has been awarded the excavation contract for the Romaine-1, Cegerco has been awarded contract to carry out the concrete works for the Romaine-3, Pomerleau has been awarded the contract for supply and installation of Electromechanical Systems for the Romaine-1, SNC-Lavalin as the consulting engineer for the Romaine-2, Groupe RSW has been awarded the contract to assess the turbine’s efficiency and performance, Voith Hydro as the subcontractor, WSP Global Inc. has been appointed as the consultant to conduct preparatory study works on the project.

In October 2009, Utility Hydro Quebec awarded contract to Thirau, a subsidiary of CVTech Group Inc., for work on the Romaine hydroelectric complex on the North Shore of the Gulf of St. Lawrence in Quebec.

Under the contract, Thirau will build a 34.5kv overhead network to supply power to the Des Murailles camp and adjoining worksite and Veidekke was engaged by Hydro Quebec as advisor and later as contractor for the asphalt core construction. The contract consists of supplying advisory personnel, services and specialized machinery.

On March 1, 2010, Alstom was awarded contract to supply two 320MW turbine/generator units for the Romaine-2 powerhouse.The scope of the contract covers supply of one 320MW vertical Francis turbine and the associated generator, with other key equipment including two inlet valves and two governing systems.

Alstom is responsible for installing the equipment.

In April 2012, Construction activities on Romaine-1 commenced.

In June 2013, Construction work has been suspended due to province’s construction sector strike.

On July 25, 2013, Alstom was awarded a US$90 million contract to supply two turbine-generator units for the Romaine-3 powerhouse.The scope of the contract covers supply of two 200MW vertical Francis turbine-generator units complete with butterfly valves and regulation systems.

Alstom will install and commission the equipment at the site.

Hydro-Québec equipment and Shared Services is the designer and prime contractor for the project.

On January 29, 2015, Thirau Ltée, a subsidiary of NAPEC Inc. was awarded a US$61 million by Hydro-Québec. Thirau will proceed with the construction of the Western section of the 735kV transmission line linking the Montagnais substation to the Romaine-4 generating station. This 120km section extends from the Montagnais substation to pylon 271.

On December 13, 2015, Construction works on the Romaine-1 was completed.

In December 2015, 50% of the construction works was completed.

In November 2017, construction works on the Romaine-3 were completed.

Construction works on the Romaine-4 is underway and are slated for completion in 2020.
