On May 26, 2015, SCVWD awarded a US$179 million construction contract to Balfour Beatty Infrastructure Inc.

On August 27, 2015, SCVWD held a construction meeting and decided to start construction in September 2015.

On September 30, 2015, construction works commenced and in May 2016, construction works on the building were completed.

Construction works are underway and entire project is scheduled to be complete by 2021.
