In July 2011, JKSPDCL invited bids for the construction contract on BOOT basis, however, it was canceled and reissued the Letter of Invitation (LOI) tenders in September 2012.
In September 2012, RFQ was issued with a submission deadline as on November 30, 2012, for the construction contractor on the project.
In February 2013, JKSPDC short-listed seven out of the nine companies that responded to the request for qualification (RFQ) for turnkey execution of the project.

In November 2013, on the request of pre-qualified bidders the date of receipt of techno-commercial bids and price bids is revised to December 16, 2013.
In June 2014, JKSPDCL secured techno-economic clearance from central electricity authority.
In September 2014, Hindustan Construction Company (HCC) was selected as the lowest bidder.
On August 8, 2017, HCC signed a letter on intent for the construction contract with a contract value of US$126.9 million with a final signing agreement scheduled on September 4, 2017. The scope of the contract includes planning, design, engineering and execution of civil and infrastructure works as well as manufacturing, assembling, inspection, testing, and commissioning of electromechanical and hydromechanical equipment. However, final signing agreement date was extended multiple times from September 4, 2017 to January 31, 2018.
In February 2018, JKSPDCL contract with HCC was terminated, due to its inability to implement the project.
JKSPDCL is in the process of exploring the options to implement the project. Subsequent to this, tenders are expected to be invited, with the construction period of 48 months from the contract award date.
