Summary AES Southland LLC (AES) is undertaking to redevelop the HBGS in Orange County, California, the US.
The project involves the construction of an 844MW power plant on 11.6ha of land. It includes the demolition of existing plant, construction of a powerhouse, a substation, gas storage tanks and related facilities, the installation of turbines and generators, and the laying of transmission lines.
The project will be developed in phases.
The phase one includes a two-on-one combined-cycle natural gas-fired turbine (CCGT) configuration with two General Electric (GE) Frame 7FA.05 gas turbines and two heat recovery steam generators (HRSGs) without supplemental firing, a steam turbine generator (STG), an air-cooled condenser, a closed-loop air-cooled heat exchanger, a natural gas-fired auxiliary boiler and related ancillary equipment, with nominal summer capacity of 644MW and phase 2 will be replaced by two GE LMS-100 PB simple-cycle gas turbine (SCGT) units with a nominal capacity of 200 MW.
CH2M HILL has been appointed an engineering consultant and Kiewit Power Constructors Co. as EPC contractor.
On October 29, 2014, California Energy Commission (CEC) approved the development.
In November 2014, AES entered into a 20-year Power Purchase Agreement (PPA) to supply Southern California Edison.
On September 09, 2015, AES submitted a revised amendment.
On March 22, 2016, AES submitted the repowering request to California Independent System Operator Corporation (CAISO).
On April 6, 2016, AES submitted complete materials needed for reviewing the repowering request to CAISO.
As of June 2016, The South Coast Air Quality Management District (SCAQMD) is in plans to approve the development.
In July 2016, Southern California Edison (SCE) and CAISO completed the assessment of repowering request.
In September 2016, AES submitted revised and updated response to Data Request A6 (Air Quality) to California Energy Commission (CEC).
Construction of phase one commenced in the second quarter of 2017 with commercial operation in 2020. Construction of the second phase is expected to begin in the first quarter of 2022 with commercial operation in 2024.
