As the natural gas city gate price declined and many positive policies were issued, such as the policy of coal-to-gas popularization, the consumption volume of natural gas in many provinces of China saw recovered growth in 2016. In Q3, China’s National Development and Reform Commission (NDRC) released several policies for the operation of midstream long-distance pipelines and the transportation and distribution of local natural gas, leading to the balance of the transportation and the distribution fees of natural gas at the long-distance pipeline, the provincial level pipeline network and the gate stations.

This indicated an important step for the reform of the natural gas market mechanism. With the hit of La Nina, the supply for natural gas suffered severe pressure in the winter of 2016. Thus, natural gas suppliers used price lever to irritate the demand in the market.

According to SCI, the output of natural gas in China was 139.8 bcm in 2016, the import volume was 75.779 bcm and the export volume was 3.428 bcm. Thus, the apparent consumption volume was 212.151 bcm in 2016, up 8% from 2015. The import dependence degree reached 36%. In 2016, the consumption volume of natural gas in each downstream field increased.

The increasing rates of the chemical material consumption and power generating consumption were relatively low, and the consumption volume was estimated to be 21 bcm and 29 bcm respectively. Supported by the coal-to-gas policy, the increasing rates of the industrial fuel consumption and residential consumption were high, and the consumption volume was estimated to be 60 bcm and 82 bcm respectively.
