To some extent, this happened for many governments at all three levels. Yet the world continues to change quickly and too much has happened in the past two years to slow the progress toward a digital government. "COVID-19 was a wake-up call," said Mark Schrutt, strategic advisor, Innovation and Public Sector research. "Governments realized they needed to be faster and more responsive. To accomplish this, IDC expects governments will need to begin a true transformation journey in the next two to three years."
