Community Housing & Homeless Shelters in the US
According to the 2018 State of Homelessness in America report, the largest drops in the unemployment rate and poverty rate have come in 2014 and 2015, suggesting that demand for Community Housing and Homeless Shelters industry services will likely begin to fall. As demand for industry services declines, industry revenue is expected to fall. Over the five years to 2019, industry revenue is expected to decrease. HUD is the largest source of federal funding for industry operators. In 2019, about 84.0% of HUD’s budget is expected to be used to renew existing rental assistance/operating subsidies, fund accrued capital needs of public housing and renew existing Homeless Assistance Grants. HUD funding has been volatile over the past five years due to the political nature of the department. As the US economy continues to recover, the unemployment and poverty rates are expected to continue falling, leading to more Americans finding permanent housing. Under a more conservative administration, federal funding for social services is projected to fall over the five years to 2024. As a result, IBISWorld projects that industry revenue will grow minimally over the next five years.

This industry provides a variety of community housing services, including short-term emergency shelter for victims of domestic violence, sexual assault or child abuse; temporary residential shelter for the homeless, runaway youths and parents and families caught in medical crises; transitional housing and assisted living for low-income individuals and families; and volunteer construction or repair of low-cost housing.

This report covers the scope, size, disposition and growth of the industry including the key sensitivities and success factors. Also included are five year industry forecasts, growth rates and an analysis of the industry key players and their market shares.
